Martyn’s Law, what is it?
Martyn’s Law is the result of a campaign by the mother of Martyn Hett. Martyn was one of 22 victims of the 2017 Manchester Arena bombing. The legislation is to impose legal obligations on those responsible for “qualifying” publicly accessible places and events so that they are better prepared for, and ready to respond to a terrorist attack.
Martyn’s Law is dedicated to ensuring that premises at risk of being targeted for terror attacks will be prepared and effective in those crucial moments. This is especially important for schools, large events and shopping centres where the impact of such an attack would be huge.
Martyn’s Law will follow a tiered model linked to activity that takes place at a location and its capacity aimed at preventing undue burden on businesses.
Martyn’s Law – Standard Tier
A standard tier will apply to locations with a maximum capacity of over 100 which can undertake low-cost, simple yet effective activities to improve preparedness. This will include training, information sharing and completion of a preparedness plan to embed practices. This will include the locking of doors to delay attackers progress or knowledge on lifesaving treatments that can be administered by staff whilst waiting for emergency services.
Martyn’s Law – Enhanced Tier
An enhanced tier will focus on high-capacity locations in recognition of the potential consequences of a successful attack. Locations with a capacity of over 800 people at any time, will additionally be required to undertake a risk assessment to inform the development and implementation of a thorough security plan. Subsequent measures could include developing a vigilance and security culture, implementation of physical measures like CCTV or new systems and processes to enable better consideration of security.
Figen Murray Campaigning
Martyn’s mother, Figen Murray OBE, has campaigned tirelessly for the legislation to become law and on 7th May she began her walk from the Manchester Arena to Downing Street arriving on 22nd May. This was the seventh anniversary of the attack.
Titan’s Foot Surveillance Training
Titan delivers certificated training courses in association with the Institute of professional Investigators (IPI). We are now commencing training of the foot surveillance module of this course to delegates who organise large scale events and to those who work within the security industry in the UK in preparation for Martyn’s Law being passed. Once an individual is observed and assessed to be a suspected threat, we provide the skills to then monitor them covertly whilst the emergency services are alerted and responding. This not only relates to Martyn’s Law but also to all security roles where terrorism is not suspected, however requires a Police response. This may be in regard to overt security within shopping centres, covert security within department stores or general events attended by the public.
